Committee approves Tree Trust Fund spending plan; staff reports progress on Marsh Oaks, Howell Park and marsh baseline study

The Environmental Stewardship Committee voted July 9 to approve a proposed spending plan for the city Tree Trust Fund and heard multiple staff updates on parks and marsh projects.

Bruce Andrews moved approval of the spending plan, which allocates funds across categories including city street plantings, park-replacement plantings and an entranceway program, while maintaining a recommended reserve (staff discussed a 25% reserve level). Dan Giovannucci seconded and the committee approved the plan by voice vote; staff said the plan remains flexible and can be amended if a larger opportunity arises.

Staff provided project updates: Howell Park work is behind about a week and a half due to scheduling and plant sourcing; volunteers and a native-plant landscaper will be engaged for final plantings. Amanda Askew reported the Marsh Oaks Community Center retrofit is mostly complete externally, with interior work pending and a need to identify additional funds for interior finishes.

Amanda also summarized a marsh baseline study by Jones Edmunds that documented widening of smaller tributaries and recommended repeating the comparison every five years to track changes and inform potential pilot stabilization or living-shoreline projects.

The committee discussed how Tree Trust Fund dollars could support park plantings or unexpected needs and agreed the spending plan approval allows staff and the committee to pursue projects with flexibility.

The spending plan and approved motions will be transmitted to the City Commission as appropriate.
