Mayor Randy Winkler called the Carlisle City Council work session to order at 6:05 p.m. on March 11, 2025, at Carlisle City Hall. Council members Tim Humphries, Debbie Kemper, Jason Faulkner and Chris Stivers were present; William Bicknell is recorded as arriving at 6:08 p.m. City Manager Chris Lohr and Finance Director Kristina Cooper were listed as staff present.
