Town Board approves HOME match, sets PHA plan hearing after HUD grant offer

The Town of Union Board on June 19 approved matching funds for the federal HOME Program and moved to release its Housing Choice Voucher five-year PHA plan for public review.
Councilman David Kudgus introduced the resolution to release the 2025–2029 Housing Choice Voucher PHA Plan on or before July 10, 2024, and to set a public hearing for Sept. 4 at 7:00 p.m. The motion passed unanimously. The board also approved a resolution to authorize the FFY 2024 HOME Program match of $137,421.26 and authorized the Town Supervisor, Planning Director and Deputy Planning Director to execute and submit necessary documentation to the United States Department of Housing and Urban Development (HUD) within the 30-day notification period.
Supervisor Robert Mack described the HOME grant as a new $500,000 annual award from HUD that required the town to provide roughly one-third of the first-year match. Planning Director Christopher Kylor told the board that the town did not apply for the grant; "HUD approached the Town with this grant because of our track record from previous grants," Kylor said, and said he was "excited to see what programs we can develop from this."
Both resolutions carried with all five board members voting yes. The release of the PHA plan initiates the required public-comment period and the board scheduled a public hearing to solicit feedback on the draft Housing Choice Voucher plan.
Next procedural steps include submitting the HOME match documentation within HUD's notification window on or before July 10, 2024, and publishing the PHA draft in advance of the September public hearing.
