Narrow majority backs transfer to Concord’s general stabilization fund after prolonged debate

The Finance Committee (Don Kupka and others) recommended approval, citing comparative peer reserve levels. The Select Board, represented by Chair Mary Hartman and member Mark Howell, recommended no action, saying the town should first agree a policy target and ongoing funding plan and noting a stabilization fund requires a two-thirds vote to release funds while free cash requires a simple majority.
Speakers debated operational access to funds in an in-year emergency; participants noted that free cash is certified annually and is not generally available until certification, leaving the town with only limited expendable amounts between certification dates. After extended back-and-forth, the article passed 198–154. Supporters said moving funds to stabilization demonstrates fiscal prudence; opponents warned of reduced flexibility and argued policy should precede transfer.
