The Dover Warrant Committee devoted much of its meeting to a post‑mortem of the recent town meeting, where several capital projects and a planning‑board bylaw change (Article 19) were rejected by voters. Committee members said confusion over how Article 19 was presented — split into multiple motions and not clearly represented in the blue book or handouts — contributed to voters’ misunderstanding.
