Council approves zoning code changes: micro‑schools, setback exceptions and signage rules

At its June 2 meeting Midvale’s City Council approved a package of zoning and signage changes that city staff said were required or advisable after recent state legislation and local review.
Planner Liz presented amendments to Title 17 to implement new state law authorizing home‑based micro schools and micro education entities, adding definitions and supplemental regulations (student/employee limits, traffic‑plan and parking requirements, and building/fire code compliance). The council unanimously approved Ordinance 2026‑19 to add the uses and regulations.
Planner Jonathan described a second text amendment aligning city setback exceptions and related definitions with HB476, explicitly permitting window wells in rear yards subject to building‑code egress standards; the council unanimously adopted Ordinance 2026‑15.
Jonathan also recommended a targeted change to the regional commercial zone to allow up to 50% of a sign’s face to be changeable copy, adopt illumination limits, and ban animation beyond still images that rotate no faster than every eight seconds. After a brief public comment from a business owner and technical discussion, the council approved Ordinance 2026‑16.
All three ordinances passed unanimously following council motions and roll‑call votes.
