Wapello County adopts 20‑year comprehensive plan after MSA presentation

The Wapello County Board of Supervisors voted to adopt a new county comprehensive plan, approving Resolution 21‑2026 after a presentation from consultants MSA Professional Services.

Jenna of MSA summarized the plan on behalf of the consultant team and said the plan is designed as a 20‑year guide for growth, land use and county services. She said the effort included a public survey (about 45 responses), crowd‑sourced mapping, stakeholder interviews and four steering‑committee meetings, and that the plan aligns with Iowa Code planning provisions and Smart Planning principles.

Sarah, a project manager with MSA, walked the board through the plan’s chapters and implementation matrix, which lists goals, action items, partners and short‑, long‑ and long‑term timelines. Miranda reported the zoning commission met May 11 and recommended approval.

During board discussion, a supervisor said the plan strikes a balance between an adaptable vision and accountability for the board’s commitments and emphasized protecting property rights while planning for growth. The board opened and closed the public hearing and then approved Resolution 21‑2026 to adopt the comprehensive plan.

The adoption initiates the next step in the process: staff and consultants will work on recommended updates to the county’s zoning and subdivision ordinances so regulations align with the new plan. No effective date beyond the board’s approval was specified in the hearing.
