County procurement delay: Axon body-camera/taser bundle pulled for clarification on training and replenishment

The court advanced several procurement items on June 16, but pulled a major equipment bundle covering body-worn cameras, in-car systems and the new Taser 10 procurement so departments could obtain clearer written details on training and consumable replenishment.
Precinct leadership and sheriff’s deputies cautioned that Taser 10 certification requires the use of live cartridges during initial certification and that per-cartridge costs can be material to precinct budgets. One precinct official walked commissioners through a sample calculation and raised the prospect that training and early certification could deplete a department’s consumable allocation if the replenishment policy were not clear.
Assistant Chief James Smithson of the sheriff’s office and precinct staff pressed for a granular breakdown of bundled pricing and the volume of cartridges and support services to be provided over the contract term. During the exchange an Axon representative (on the record by phone) told the court that cartridges and replenishment for training would be included in the fully burdened bundled price, and that the contract had been structured by department so replenishment matched department size; the court asked staff to obtain written confirmation of those terms.
Commissioner Price moved to approve the other bid items and to pull the bundled Axon-related contract for two weeks to allow departments to confirm training, replenishment and per-officer cost projections. The court approved bids 1–5 and tabled RFP/Bid 6 and the body-worn-camera/taser bundle pending written clarification.
Next steps: procurement staff will provide written confirmation from Axon specifying what consumables (cartridges) and training are included in the bundled price, and departments will return with cost projections and operational impacts prior to the contract vote.
