Noble County staff report progress on junk/trash violations; board authorizes courtesy letters to suspected violators

County staff updated the Board of Zoning Appeals on multiple junk and trash enforcement cases, reporting mixed results and next steps.

Staff said several property owners responded promptly to courtesy letters and are cleaning up debris, tall grass or abandoned vehicles; those files may be closed if progress continues. For longer-standing violations, including a parcel with significant mold in a condemned house and other sites with appliances and debris, staff said the county will continue enforcement and coordinate with the trustees’ office if needed.

Members raised concerns about properties that may be operating in a manner inconsistent with previously denied variances. Board members discussed photographs that were sent anonymously showing apparent commercial activity (including semis), and debated how to proceed when complaints lack a named complainant. Staff said they would send courtesy letters to the properties they believe are in violation based on prior variance denials and the evidence available, offer owners time to respond, and, if necessary, request owners to appear before the board.

The board also discussed updating DCA rules (county administrative language governing enforcement procedures) and asked staff to circulate proposed language for consideration at a future meeting. Staff reminded attendees of scheduling details for the next meeting and Plan Commission coordination.
