Commission funds box culvert project, approves two net-zero budget amendments

The Baker County Board of County Commissioners on June 2 approved two budget amendments that move $510,000 of local assistance funds into the proper account to complete a previously awarded 23A box culvert project. Brooklyn Neville presented the amendments and described them as net-zero adjustments to correct a fund classification error and to place LATCF funds where they can be used as the county match.
The 23A box culvert project was described by staff as a little over $1.1 million in total construction cost; FEMA’s contribution to the project is about $140,000, leaving the county responsible for the balance. Commissioners said the moved LATCF balance, together with existing road-paving funds, provides the local match needed to proceed into the design and permitting phase.
"This makes up what we need with Chris," a commissioner said during discussion, referring to the county’s road program and staff estimates. Staff confirmed the project is awarded and in design and permitting; construction timing will follow the permitting process.
The board adopted Resolution 2026-22 (a technical budget-correction item) and Resolution 2026-23 (the fund reallocation into the LATCF/road fund) by voice vote. Staff said they will include a clearer one-page funding summary in future project listings that breaks down county match and FEMA contributions for public transparency.
What’s next: staff will continue design and permitting work and will report updates and procurement steps to the board when construction is scheduled.
