Duluth council tables downtown development strategy, seeks committee review

Other residents raised concerns about potential increases in short‑term rental (vacation dwelling units) under form‑based zoning and flagged gaps such as a lack of public restrooms.
Vice President Kennedy moved to table Resolution 4‑5450 and asked that the council convene a committee of the whole to examine the strategy in greater detail. President Nephew called for the vote; the motion carried 9–0 and the council officially tabled the resolution for future committee consideration.
