The Curry County Planning Commission received an informational briefing on a proposed post‑acknowledgment plan amendment (PAPA) to incorporate a parcel into the Gold Beach urban growth boundary.
Zach Moody, contract planner for Curry County, told commissioners the PAPA is a corrective mapping procedure used when a city and county coordinate to include property in an urban growth boundary. He said the city of Gold Beach has already approved the change and the county must complete its process so the record can be sent to the Oregon Department of Land Conservation and Development for review and final sign‑off. “It starts at the county or starts at the city... we try to coordinate those efforts together,” Moody said.
Moody explained that the county typically holds an evidentiary hearing at the planning commission and then a public hearing before the Board of County Commissioners, and that DLCD must be noticed at least 35 days before hearing. He described the specific case as likely a mapping correction — staff and DLCD documentation showed the UGB line should follow the floodway boundary rather than the road — and said staff expects to return with a fuller recommendation at a future meeting once the calendar and notice requirements are met.
The briefing was informational; no decision was required at this meeting. Moody said additional public involvement and formal hearings will follow and that staff will return with a recommendation when the notice and procedural steps are satisfied.
