County awards culvert, grader and armor-coat work as road program continues

Red Willow County moved forward with several road and bridge procurements in spring and summer 2017, approving contracts and accepting low bids for key projects.
In May the board accepted the low bid from Saul Ramos Construction, Inc. ($133,572.75) for a bridge replacement using a concrete box culvert after review and recommendation by Miller & Associates. The board later approved contractor payment requests as work progressed. Road Superintendent Gary Dicenta presented the project recommendations and hydraulic reports to the county.
For the county’s armor-coat program, Figgins Construction was the low bidder under the county-haul alternate and was awarded the armor-coat segment on Road 402 at $0.30 per square yard (total $32,940). The board also opened and awarded precinct-by-precinct gravel deliveries and accepted multiple supplier bids to meet the 2017–2018 maintenance plan.
Equipment procurement: following a competitive bid process the county awarded a motor grader purchase to Nebraska Machinery (a 2017 Caterpillar 12M3, net after trade) and authorized associated parts credits per the vendor agreement.
Why this matters: road surface preservation and bridge replacements are central to county operations and local commerce. The board cited material availability, inspection reports, and NDOT program rules (for bridge matches) in weighing bids and approving contracts. Work is scheduled and overseen by county road staff and Miller & Associates engineering on specified structures.
