The Perry City Planning Commission voted to adopt amendments to the city code that clarify how development agreements are reviewed and approved.
Bob, a city planning staffer, told the commission the update requires applicants to submit a development-agreement proposal for an informal review before the item is placed on the planning commission agenda. "Prior to being placed on the planning commission agenda, a development agreement proposal shall be submitted by the applicant for an informal review to be performed by the following city representatives," Bob said, listing a planning commissioner, a city council member, community development staff and the city engineer.
The draft also asks applicants to provide a conceptual development plan that follows current zoning standards "for a comparison review," so the commission can see how a proposal would differ from what the base zone already allows. Staff said reviewers will provide written feedback to be included with the planning commission staff report.
Commissioners asked procedural clarifications — for example, whether the commission chair or the chair's designee should represent the commission during the informal review. Staff recommended designating "chair or the chair's designee" to avoid triggering notice-and-minutes obligations that would accompany a formal committee.
After discussion, a commissioner moved to adopt the ordinance as presented; the motion was seconded and the commission conducted a roll-call vote. The chair announced the motion carried and the ordinance will proceed as adopted under the updated process.
The commission did not receive public testimony on the amendment: the chair opened the public hearing and reported no attendees or written comments before closing the hearing.
The commission then moved on to other agenda items.
