Zephyrhills CRA adopts 10‑year master plan, sets path to prioritize downtown projects

The Zephyrhills Community Redevelopment Agency voted unanimously April 27 to adopt a 10‑year master plan that lays out a vision for downtown redevelopment and infrastructure improvements.
CRA director Ms. Hamilton presented the 38‑slide plan, saying the redevelopment area covers about 1.3 square miles and includes 3,322 residents, 306 businesses and roughly 1,700 jobs. The consultant team’s moderate growth scenario projects a 30% increase by 2042 that would necessitate about 260,000 square feet of new commercial space and 462 new housing units.
"The plan needs to be broad enough so we can take advantage of many different projects and not so specific that moving a project two blocks makes it ineligible," Ms. Hamilton said, describing priorities such as complete‑streets improvements, alleyway upgrades, stormwater management and expanded pedestrian and bicycle networks.
Board members asked staff to turn the broad plan into near‑term, budgetable priorities. One commissioner asked for a short list of five actions the CRA could pursue in the next six to 12 months; Ms. Hamilton said annual budgeting and workshops would accomplish that.
The plan highlights several ‘‘big moves’’ including expansion of Main Street (5th Avenue), creation of distinctive gateways, reinvestment in parks, and targeting catalyst redevelopment sites and parking strategies. Ms. Hamilton stressed that CRA funds can only be spent on projects that are included in the plan.
After discussion, a motion to approve the master plan carried by voice vote. The board directed staff to bring the plan into the budget process and to schedule workshops to prioritize immediate actions.
