CPMT hears CSA audit updates and provider contract changes; RFC flags one invoice discrepancy

At its June 23 meeting, the Tazewell County Community Policy and Management Team (CPMT) received updates on two audits of the county’s Children’s Services Act (CSA) program and on the status of provider contracts.
The CPMT coordinator told members that the Office of Children’s Services (OCS) requested local CSA documents, which were submitted April 29, 2025, and that OCS indicated the preliminary review will likely take another two to three months. Robinson, Farmer, Cox Associates (RFC) conducted preliminary fieldwork June 9–11, 2025; the auditor sampled ten client files and found one invoice paid for an amount that did not match the approved service plan. The coordinator said that discrepancy will most likely be reimbursed to the CSA pool fund or county allocation pending final review.
Members reviewed an OCS comparison report for Buchanan, Russell and Tazewell counties and discussed underlying causes presented in the packet, including substance abuse and its role in higher foster care placements in parts of southern Virginia. The meeting packet also included year‑to‑date Medicaid billing data covering June 2024–May 2025.
On provider contracts, the coordinator reported that an estimated 16 of 57 contracts had not been returned. New Hope Carolinas, Inc., doing business as New Hope Treatment Centers, elected not to renew its service agreement. Two providers have requested amendments to their contracts; the requests are under review by Chase Collins, Tazewell County Attorney, whose last day in that role is July 1, 2025. The CPMT noted the Parent Representative seat remains vacant and that outreach to fill the position has so far been unsuccessful.
In community announcements, Sheri Hale reported that Tazewell County Department of Social Services selected a new drug‑screen provider based in North Carolina to replace Drug Resource of Virginia, citing price, turnaround time and result integrity as factors in the decision.
The RFC final review and OCS preliminary findings remain pending; CPMT members asked for follow up on the representative payee report and contract returns. The committee adjourned at 11:40 a.m.
