County adopts benefits plan amendment and approves purchasing items including elevator contract payment

At its March 26 meeting the Harrison County Commissioners Court approved Amendment No. 1 to the county plan document and summary plan description, effective Jan. 1, 2026, and approved several purchasing actions.

Miss Johnson presented the benefits plan amendment. Changes include operating address updates for I360, a change in imaging services vendor from the KISS group to Valance Health, a modification to the eligibility waiting period from 90 days to "the first of the month after 60 days," addition of the CREW (civilian reservist emergency workforce) Act provisions extending certain military service return rights, and edits to the definition of emergency services to align with cited sections of federal law. A commissioner asked whether services were lost by the changes; Miss Johnson said "we didn't actually lose any services." The court approved the amendment by motion.

On purchasing items, the court approved $1,952 for clerk Supreme Court dues for district attorney staff and approved an adjusted 50% payment to TK Elevator of $11,683.25 (total contract read as $23,366.75) for work to update elevator phone lines to cellular-based units at county facilities; staff said the cellular approach will lower monthly charges and pay for itself within about a year to a year-and-a-half. The court also approved specifications for the Road Bridge sealcoat bid and authorized advertising for bids.

The court deferred action on the annual contract with the Northeast Texas Soccer Association because required financial documents were not provided; staff and commissioners described the group as local to Marshall and Harrison County and said it takes care of field maintenance under lease arrangements.

All purchasing and plan-amendment motions recorded in the meeting passed by unanimous vote.
