Board hears John Marshall modernization proposal to create a district 'swing' site

District staff introduced Resolution 25-26-15 N seeking board direction to pursue an in-lieu-of-modernization for the John Marshall site as part of long-term facilities planning. Executive Director Richard Best explained that the plan calls for demolishing approximately 6,094 square feet of unreinforced masonry (URM) and building roughly 27,840 square feet of new three-story space to reach capacity for about 1,000 students.
Staff described the site as one of three interim/swing locations the district uses to relocate students during modernization elsewhere; a larger, modern interim site enables the district to avoid portables and to limit noisy, dusty construction impacts on students in occupied schools. Best said the URM portion is costlier to retrofit than to replace and that the proposed addition would allow the district flexibility to host elementary, middle or K–8 programs as needed.
Board members expressed interest in the longer-range facilities plan and asked for clearer 10-year planning materials that show sequencing and implications for families. Directors also raised indoor-air quality and construction-disruption concerns and emphasized the need to consider student learning and well-being while construction occurs. The item was introduced for future action; the operations committee and staff will continue technical review.
