Council tables Springland rezoning request amid density and infrastructure concerns

The council discussed a request from the owner of Springland for permanent rezoning and ultimately voted to table the item pending further review.

A presenter reviewed the Plan Commission recommendation and described the proposed development, citing density figures and a buildout that the presentation summarized as thousands of housing units and a density allowance that would permit roughly 356 lots per acre in portions of the plan. A civil engineer told the council that construction work could start in the first quarter of the next calendar year, subject to development approvals. A traffic study submitted with the application concluded that no major off-site improvements were required but identified channelization and reconfiguration of some existing intersections.

During discussion, council members, and at least one remark attributed to the mayor, raised concern about the proposed use in an R1 district and about the size of the parcel (noted as nearly three acres). Concerns included service territory and future emergency-response coverage; staff responded that the property lies within existing service territory and that station locations would be evaluated as development proceeds.

Staff also noted that the city’s planning documents include future plans for an additional fire station (referred to as Fire Station 3) and that the Fire Chief has plans addressing long-term needs in the area discussed.
