Commission ratifies Morrow County Fair Board bylaw changes

Shelby Shanefelder, president of the Morrow County Fair Board, asked the board to ratify an amendment to the fair board—s bylaws to allow four non-voting adult members and two non-voting student members in addition to the existing seven voting members.
Shanefelder said the positions would serve three-year terms, act in an advisory capacity, and could fill voting vacancies if they later are appointed to the board. County staff confirmed the change does not alter fiscal control: the county remains the custodian of fair funds while the fair board manages operational revenues.
Commissioners ratified the bylaws amendment effective June 4, 2026.
"It's great to see that you have as much interest as you do," a commissioner said during the vote.
The board recorded the motion and carried the ratification unanimously.
