Atlantic Beach committee asks staff to study swales-versus-tree tradeoffs after developer cases raise mitigation concerns

"These swales basically create permanent canopy voids," he said, adding that swales can prevent trees from being planted in the long run.
Members requested a technical review comparing swale designs and tree‑friendly alternatives and asked staff to clarify when appeals should be routed to the Environmental Stewardship Committee versus the community development board. The group also discussed a variance process under which applicants can request relief if on-site stormwater standards are impossible to meet without tree removals (LDR 24‑89 was cited).
Next steps: Amy Frankie and others agreed to research tree and swale compatibility and to coordinate with public works and city engineering for a recommended approach to present with the semiannual permitting report due to the commission.
