Williston adopts 2024 state building codes with local exceptions

The Williston Board of City Commissioners voted unanimously to adopt the North Dakota State Building Code (the State’s adoption of the 2024 International Codes) into the City Code, effective Jan. 1, 2026.
Mark Schneider, Development Services Director, told the Board the State’s adoption incorporates the 2024 International Building Code, Residential Code, Energy Conservation Code, Existing Building Code, Mechanical Code and Fuel Gas Code. The Board also voted to adopt the 2024 International Fire Code and the 2024 International Property Maintenance Code into the City’s ordinances. The State requirement to substitute the International Plumbing Code and International Electrical Code with the North Dakota State Plumbing Code and the Wiring Standards of North Dakota remains in force.
Schneider noted the State adopted more than 100 amendments at the administrative level; the Board approved adopting the State code but declined three specific State amendments the City staff recommended not to accept. The exceptions as presented were: certain "work exempt from permit" provisions (including window awnings and re-roofing exemptions), a swimming-pool exemption in the residential code, and one change to an emergency-escape-and-rescue window sill-height exception. The Board’s motion instructed staff to adopt the State code while carrying forward locally chosen amendments consistent with prior practice.
The motion to adopt the current North Dakota State Building Code and to incorporate the 2024 IFC and 2024 IPMC into City Code passed on a motion by Commissioner Siemieniewski, seconded by Commissioner Gjovig, with Commissioners Gjovig, Siemieniewski, Bervig and Klug voting aye (4–0).
The new code will take effect Jan. 1, 2026. City staff noted that some State amendments remain in force statewide unless specifically declined by the City; the Board’s action keeps Williston aligned with the State while preserving three local exceptions. No public hearing or formal amendment language was recorded in the minutes for the specific local exceptions; staff will provide the ordinance language and any required public-notice steps before the code change takes effect.
