Contractor reports courthouse renovations, solar array and clock-tower work remain on schedule

A contractor representative gave the Carroll County Fiscal Court a status update on the courthouse renovation and energy project on June 9, telling the court that the guaranteed energy-savings contract's first phase is complete and phase 2 is under active construction.

The presenter (speaker 8) described work completed since the last update: detention-center roof repairs, clock-tower stabilization and removal of old facade and roofing; scaffolding remains in place while crews repair and repaint tower metal and reinstall dormers. The presenter said the project team is addressing water intrusion where box gutters were found to be in worse condition than originally assumed; repair work has proceeded without change orders to the contract.

On the schedule, the presenter said most visible exterior work (dormers, metal reinstallation) would resume in the next 30 days, and window and door completion was expected within 30 to 60 days. He said the detention-center solar array work is nearly complete aside from utility-side connections and that commissioning and punch-list closeout will follow construction.

Commissioners asked about specific technical items, including whether new gutters would increase runoff; the presenter said gutters are pitched correctly and will better handle water without being substantially wider. Court members praised the contractor's responsiveness to minor failures and to recent water intrusion.

No change orders were reported and the project team said they expect to remain on schedule despite weather delays.
