Houston County adopts boulevard tree policy and permit framework

The Houston County Board approved a Boulevard tree and shrub policy to standardize permitting for tree plantings along county road boulevards and to clarify responsibilities for planting and maintenance.

County staff said the draft policy was developed from a regional template and is geared toward municipalities, which are better positioned to maintain plantings over time. The policy will allow municipalities such as Lacrescent to prepare plans and apply once the board sets permit fees.

Why it matters: The policy clarifies who bears responsibility if boulevard plantings later damage sidewalks, curbs or pavement: the permittee. Staff said requiring a permit reduces future maintenance disputes and that municipal applicants are the primary target because they are likely to maintain the trees long-term.

Key provisions discussed include a permit bond (no less than $1,000 and no more than $3,000) and a permit term extended from the previous 30‑day option to a one‑year license. Staff noted the permit will apply only to county roads and that some municipal ordinances are more restrictive, so staff expect city–county coordination in specific cases.

The board discussed timing for a fee schedule and whether to add a permit fee now or include it in the annual fee schedule; staff said fee changes require public notice and recommended adding a fee through the standard process unless the board makes it a higher priority. The board approved the policy by motion and voice vote, with the fee to be determined and published later.

Next steps: staff will notify municipalities that the policy is approved so they can prepare applications; the county will return with fee recommendations and any public-notice steps needed before accepting applications.
