The Dexter Consolidated Schools Board unanimously approved two finance resolutions that clear the way for the district to sell education‑technology notes (ETNs) through the New Mexico Finance Authority.
A finance presenter told trustees the district’s assessed valuation rose about 10.8% for tax year 2025, driven largely by reassessments of non‑residential values and a $7.3 billion centrally assessed increase attributed in the presentation to Cheyenne Dair LLC. Using a conservative forecast, the presenter said the administration plans an ETN sale that is expected to be about $650,000 (the district’s $1.15 ETN tax rate is structured to support a $450,000 ETN every five years, with excess collections used to increase the current sale).
The board voted to approve both: the application for financial assistance to the New Mexico Finance Authority and a resolution determining the necessity for a lease‑purchase of education‑technology equipment. The presenter outlined next steps and timing: NMFA board review on June 25, interest‑rate setting on June 29, a required special board meeting for final approval on July 6, and a projected closing on Aug. 14 when funds would become available for technology purchases.
Why it matters: The ETN sale will fund technology and equipment purchases without increasing the district’s total debt‑service tax rate beyond the level currently set; trustees were told the sale should not raise taxes and is structured to preserve the district’s $10 combined debt‑service tax rate.
Board members approved the motions without recorded opposition. The administration will return with final ETN terms at the July 6 special meeting and will present NMFA approval paperwork as it becomes available.
The finance presentation and subsequent votes were recorded under finance and facilities agenda items 7E and 7F.
