Covington County approves container contract, transit assurances and E911 appointment; staff updates spraying program

Covington County commissioners on June 9 approved routine business and took several administrative actions: they approved the consent agenda, awarded the county’s container program contract to the incumbent bidder, certified the CATs transit program’s FY2026 FTA assurances, and appointed a member to the county E911 board. Commissioners also received an operations update on roadside spraying and bush-hogging plans.
Consent agenda and motions: The commission approved minutes from May 12 and May 26 and accepted accounts payable and payroll for May after Commissioner Tommy moved approval and Commissioner Robbie seconded; approval was by voice vote.
Container program contract: Staff presented a single bid for the countywide container program from 4H Recycling Management. Kyle told the commission the program has emptied “about 70 containers” since the program began on Oct. 1, an operational fact commissioners cited in support of continuing the current contract. Commissioners approved the contract, noting the bid terms allow two one-year renewal options.
CATs FTA assurances: The commission reviewed an annual certification and assurance for the county’s CATs transit program confirming that drivers are certified and vehicles insured. Miss Tammy, representing the CATs program, said the submission is an annual compliance item; Commissioner Tommy moved approval and Commissioner Robbie seconded, and the board approved the certification by voice vote.
E911 board appointment: Commissioner Ben nominated Anastasia to fill the remaining E911 board vacancy; Commissioner Tommy seconded and the board approved the appointment. Commissioners asked Miss Karen to notify the appointee.
Operations update: Derek reported the roadside spraying began in the northeast of the county and expected the first full cycle to take two to three weeks; staff will leave a green strip adjacent to cultural crops and said spot mowing or additional bush-hogging may be scheduled later. He also confirmed two new public works trucks are in service and staff will address assignment and safety equipment for them.
Next steps: Staff will finalize contract paperwork for the container program, file the CATs certification paperwork, and notify the new E911 board member. Public works will continue spraying, monitor for crop and roadside impacts, and return with any recommended changes to the maintenance cycle.
