Councilmembers asked about the economic payback; staff said an analysis estimated a return on investment in the five- to ten-year range. The agreement was recommended by the economic development advisory board and will be funded from the city's economic-development budget line.
Council voted to approve the resolution authorizing the city manager to execute the agreement by a unanimous vote.
