Covington County approves Engineer Department staffing changes and pay'plan finish with three'month trial

The Covington County Commission on May 12 approved revisions to the Engineer Department's manning chart that add crews, foremen and two supervisory positions, and approved a pay'plan adjustment to complete unfilled pay steps.
Derick Donaldson, county engineer, told commissioners the department needs roughly six additional employees to cover flagging and roadwork and requested creation of two supervisor positions (paving/dirt'road and bridge supervisors) plus foremen for each crew. Administrator Karen L. Sowell asked that an uncompleted pay'plan step schedule be finished out to step 15 at $0.40 increments.
Commissioners debated whether one dirt'road supervisor would be adequate; Commissioner Lynne Holmes said she did not think a single supervisor for dirt roads would work and asked to review the plan, while Chairman Michael Smith and Mr. Donaldson described a structure with seven crews reporting to foremen and two supervisors. After a short recess for private discussion, the commission reconvened and approved the manning'chart changes with a three'month trial period. The motion, moved by Commissioner Ben Courson and seconded by Commissioner Robbie Weaver, passed unanimously.
The trial period was described as a staff'led test to allow adjustments if the new structure does not meet operational needs.
