Planning commission backs rezoning for 5.5‑acre parcel on Clear Lake Drive

The Bay County Planning Commission voted Dec. 16 to recommend approval of a small‑scale amendment and zoning change to convert roughly 5.5 acres at the south end of Clear Lake Drive from agricultural to residential and rezone it from AG‑1 to R‑2 for single‑family and duplex dwellings.

Wayne Porter, a county planning staff member, presented the application (PLDPA 20250237 / PLZCA 20250238) and told commissioners the parcel is a 5.5‑acre portion of a larger ~49.7‑acre tract and is consistent with adjacent residential land uses and Bay County land‑development regulations. "Staff feels that the requested amendment is compatible and consistent with the surrounding area," Porter said.

Doug Crook of Panhandle Engineering, representing the applicant, said the rezoning would make the zoning and land‑use designation consistent with the remainder of the property and could allow for additional home lots as an extension of the existing Clear Lake Estates. "This is just the first step," Crook said, adding the developer is exploring roadway access from the existing subdivision.

No members of the public spoke during the hearing. Commissioners described the request as straightforward, moved to approve staff's recommendation and the motion passed on roll call.

The commission's favorable recommendation now goes to the Bay County Board of County Commissioners for final action. The staff report cited compliance with the comprehensive plan and the Bay County Land Development Regulations.
