Kittitas County commissioners continue Suncadia development hearing, ask staff and developer to craft annual review process

The Kittitas County commissioners agreed to continue a public hearing on extending the Suncadia development agreement so county staff and the developer can produce a formal annual performance-review process and related implementation materials.
Jamie Hayling, community development staff, told commissioners the item is a continued public hearing and that the staff report dated Feb. 17 remains the record. Hayling said the project has roughly 1,700 of an approved about 4,650 accommodation units completed and that the developer has requested a 15-year extension to allow buildout of the remainder. "With those conditions and the process and the comments heard, that is the still the standing and the recommendation of staff to recommend approval of the extensions," Hayling said.
Hayling summarized four recommended conditions for any extension: an annual performance review of the development agreement, a clear expiration date (listed in the record as 10/09/2045), a requirement that any new gates obtain permitting from the county fire marshal's office, and explicit emergency-egress provisions backed by submitted maps. She said the original agreement includes 139 conditions, many of which are ongoing, and proposed a spreadsheet-style annual checklist that would record whether items are complete, ongoing, compliant, or noncompliant.
A Suncadia representative described on-site stewardship and wildfire-mitigation work, saying the property includes thousands of acres held under a conservation easement and that the developer hires foresters to carry out thinning and other fuel-reduction treatments. "This year, 2026, there's about 1000000 dollars that's being spent on forest management, predominantly on those lands," the representative said, describing past treatments of more than 200 acres and homeowner guidance updates to support defensible space.
Commissioners pressed for a clear, usable annual-review format that can be maintained in the county record and be available for records requests. Commissioner (speaker 2) moved to continue the public hearing to allow staff and Suncadia to outline the annual-review materials and accountability procedures; the motion was seconded and advanced. Chad Bailey, CES director, recommended a two-month continuance to align with other hearings and proposed May 19 as the follow-up date. Commissioners agreed that the May 19 package should include an implementation plan and a resolution for final approval and stressed that any materials brought forward must remain within the parameters of the existing development agreement.
Next procedural steps: staff and the developer will prepare a single package for the May 19 meeting that includes the proposed annual-review implementation plan and a resolution; the public hearing will resume on that date to consider adoption or further action.
