Solid Waste Authority board approves fund transfer and contract extensions, receives Ref1R update

At its regular meeting, the Palm Beach County Solid Waste Authority approved several procedural and fiscal actions:

Transfer to debt service reserve: the board authorized staff to transfer $1,411,511 from the unrestricted general reserve into the restricted debt service reserve to meet the indenture-required target (from about $70.2 million toward the required ~ $71.6 million). The motion was moved and seconded and passed unanimously.

Budget procedural approvals: Commissioner Weiss moved and the board approved three items related to the FY2027 budget: (1) publish the proposed fiscal 2027 budget, (2) set proposed assessment and tip-fee rates for notice, and (3) continue the public hearing to Aug. 19 for final consideration. The motion passed 7–0.

Contract extension: the chief engineer recommended a three-year extension of four recyclable-material purchase agreements (paper and cardboard). Based on current material composition the staff projected revenue from those contracts would grow from approximately $810,000 under the 2023 contract to about $1,260,000 — an additional ~$450,000 annually — if extensions are approved. The extension passed 7–0.

No action required on Ref1R at this meeting; staff provided an information update and will return with follow-up items requested by the board.
