Caroline County starts rule changes after state law forces new process for solar and battery projects

Because of new Virginia laws effective July 1, 2026, Caroline County planners presented amendments to the zoning code to accept special‑exception applications for solar projects of 1 MW or more and to regulate battery energy storage as an accessory use; supervisors authorized public hearings and directed staff to refine safety and decommissioning language.

Planning and zoning staff told the Caroline County Board of Supervisors on June 9 that amendments are needed to bring the county zoning ordinance into compliance with new state statutes that require localities to accept applications for solar facilities of 1 megawatt or larger by special exception.
