At a public hearing on June 9 the city presented its AB2561 workforce transparency report, reporting an overall vacancy rate of 9.04% and noting new hires that will reduce the rate further. Human Resources Director Maxine Gulo told the council that no bargaining unit exceeded the 20% vacancy threshold that would trigger a formal remediation plan under state law.
