Kitsap Transit board awards Ruby Creek contract, approves staffing and routine procurements

Kitsap Transit’s commissioners approved a package of procurement and staffing measures at their April 7 meeting, including a construction-management contract for the Ruby Creek Park & Ride, a HR staffing change and several routine procurement authorizations.
The board adopted Resolution 26-23 authorizing staff to award contract KT25-012 to Pertit for construction management services on the Ruby Creek Park & Ride/Transit Center in Port Orchard. The approved contract amount for construction management is $1,801,056, and staff said this step readies the project to go to bid for construction.
The board also adopted Resolution 26-24 to increase a part-time safety and security trainer position to full time; staff said the FY26 operating budget can absorb roughly $33,000 in prorated additional wages for the remainder of the year without a budget amendment. Resolution 26-25 delegated appointing authority to the executive director for Kitsap Transit’s representatives to the Washington State Transit Insurance Pool, aligning Kitsap with practices at peer agencies. Finally, the board approved Resolution 26-26 to advertise and seek bids for Q2 procurements, including (1) a new ferryboat for Kingston, (2) West Bremerton Transit Center design work, and (3) the Anatai two-year dry-docking procurement; staff noted some procurements will return to the board for award after bid evaluation.
Chair and commissioners celebrated progress on the Ruby Creek project and encouraged staff to continue coordination with local infrastructure work. All routine items passed by voice vote.
