Committee advances bill to strengthen health insurance program for part‑time community college faculty

Assemblymember Patel told the committee AB 11 71 seeks to make the part‑time community college faculty health insurance program more usable and stable by adjusting reimbursement tiers and keeping state dollars dedicated to the program. "Part‑time faculty teach the majority of courses and are critical to meeting enrollment and curriculum demands," Patel said, noting the program has received $200 million annually but has been underutilized.
Jason Henderson of the Faculty Association of California Community Colleges, a sponsor, said the bill "helps create the confidence" districts need to negotiate sustainable benefits and respects local bargaining. Tiffany Mok (CFT) expressed conditional support and asked for consistency in benefit expansion requests such as dental and vision.
Andrew Martinez of the Community College League said the bill might be premature because participation is rising and the reimbursement model's full cost is not yet clear; ACCCA raised similar concerns. Senators discussed whether statute or the budget process is the right vehicle to preserve funds. The committee voted to send AB 11 71 to the Appropriations Committee.
