District engineers flag possible sewer misalignment as MS-4 permit work proceeds; board approves SmartScape water-conservation study

At the Jan. 21, 2026, meeting of the Stonegate Village Metropolitan District in Parker, Scott Barnett of Mulhern MRE told the board Mulhern is "gathering all documentation for the MS-4 Annual Permit due to CDPHE on 3/1/26." Barnett said Mulhern finished reviewing the 2025 sanitary sewer inspection videos and "there are several areas of concern with potential misaligned pipes" that Mulhern will further review.

Charlie Wenger, the district's landscape manager, reported on parks-and-recreation operations: the Community Center will be painted the last weekend of January and Rocky Mountain Tree Care will start pruning most of the Ash trees. The board reviewed a proposal from Norris Design to evaluate large turf areas for redesign using water-conservation methods, including landscape beds and native grass options, and approved the proposal by general consent.

The MS-4 reference in the meeting refers to the district's stormwater permit obligations to the Colorado Department of Public Health and Environment (CDPHE); Mulhern's work assembling documentation is part of routine compliance. Mulhern's finding of potential misaligned pipes in 2025 video reviews prompted a commitment to further investigation rather than immediate repairs.

The board took no formal vote on repairs at the meeting; the items recorded were updates and a contract/proposal approval for design work. The board set its next regular meeting for Feb. 18, 2026.
