Home-based window-tinting permit approved despite neighbor dust complaints

The Planning Commission approved Special Use Permit SUP26-9 allowing Jordan Huffman to operate a home-based automotive window-tinting business at 1322 Bench Road with up to four customer visits per day under specified conditions.

Planning staff explained the proposal is for drop-off appointment service in an existing garage and noted a public comment from neighbor Bruce Cunningham raising concerns about dust and increased traffic on the shared access road. "Anything that increases traffic is an increased burden," Cunningham said, describing dust that has reduced his ability to garden and keep his house clean.

Huffman told commissioners the plan limits customer visits to one to four visitors per day during 8 a.m.–5 p.m. and that all work will occur inside a three-car garage. "I intend to keep improving and maintain the road," he said, adding he instructs visitors to drive slowly to reduce dust.

Commissioners discussed mitigation options for neighbors, including filing compliance complaints about improperly occupied trailer sites and potential road maintenance, and concluded the permit could allow the business to operate while keeping neighborhood impacts limited. The commission approved the SUP on a 6–0 vote with conditions including the daily customer limit and hours of operation.
