CCRPC staff share FTA Title VI Program draft and public-participation updates with TAC

Bryan Davis, CCRPC senior transportation planner, updated the Transportation Advisory Committee on work to develop an FTA Title VI Program for the commission.
Davis said the program formalizes the CCRPC Title VI policy statement, documents a complaint process for alleged discrimination under Title VI of the Civil Rights Act of 1964, references the Public Participation Plan (PPP) and includes county demographic maps and project outreach examples. He noted the CCRPC already compiles an annual FHWA Title VI report and that the FTA program is required for federally designated metropolitan planning organizations.
Davis said the draft FTA Title VI Program is being provided to the TAC as an information item, will go to the Executive Committee this week and will be on the Board agenda for a vote in October. He also said staff are updating the PPP to reflect virtual engagement opportunities and to better acknowledge and support racial equity and social justice; a draft of the updated PPP is planned for Spring 2021.
The TAC received the information; no formal vote on the FTA Title VI Program occurred at this meeting.
