City staff asked the council to add an emergency item to consider terminating the CivicPlus community development module and reinstating the OpenGov module because OpenGov service was set to terminate June 16 and data were not merging properly. A council member objected that staff cannot unilaterally add agenda items and that additions should come from a council member.
