The plan responds to local trends staff described as a shrinking middle, a rising ALICE population (assets limited, income constrained) and a need to turn economic growth into upward mobility.
Dr. Coble (identified on the record as the presenter) laid out a strategy that emphasizes starting with employers to design on-ramps to higher-paying work, convening partners around shared data and indicators, investing in targeted training that leads to sustainable careers and modeling best employment practices inside the county workforce.
