Waterloo Local board approves multiple staffing contracts, service agreements and Washington, D.C., trip

The Waterloo Local Board of Education voted Tuesday to approve a package of personnel and service contracts, including one-year limited contracts and stipends for staff roles and vendor agreements for meals and services.
Board members approved a one-year limited contract for cafeteria assistant Margaret Howton (effective Aug. 26, 2025) and a one-year limited van-driver contract for Barbara Hendricks (effective Aug. 25, 2026). The board also authorized an athletic stipend for Bill Jackson as site manager for the 2025–26 school year.
Superintendent (title used in the meeting as given) explained the contracts in the superintendent’s recommendations and the board approved each item by roll call. On the meal-service and support contracts, the board approved an agreement with Forage Learning Center and Waterloo School SFA to provide meals and snacks from Oct. 1 through Sept. 30, 2026; a shared school resource officer (SRO) arrangement with the Portage County Sheriff's Office for the 2025–26 school year; and resident educator services from Summit EC for 2025–26.
“We should have a resource officer here pretty much at least one,” the superintendent said while explaining the shared SRO arrangement among nearby districts.
The board also approved multiple supplemental and substitute contracts for the 2025–26 school year, athletic support staff contracts, and a resident-educator mentor stipend structure that pays $800 per mentee after duties are completed. Members discussed the district’s efforts to increase substitute availability and to recruit from area colleges.
The board approved an 8th-grade Washington, D.C., trip scheduled for March 19–20, with the superintendent noting there is anticipated to be no cost to the district.
Votes on listed contract items were recorded by roll call and the motions passed. The first reading of several revised and new policies — primarily to align with House Bill 96 — was placed on the agenda for future final action.
Next steps: items that required only a first reading will return to the board for a second reading and adoption as required by board policy; contracts and stipends that were approved take effect on the dates specified in the motions.
