Library building committee recommends Sebago Technics to finalize site plan

The Norridgewock Library Building Committee voted to recommend that the select board authorize Sebago Technics to finalize the site‑plan concept and provide curbside renderings and an initial facility layout.

The recommendation, approved by voice vote after discussion, follows months of preliminary work and an internal review of four concept options. Committee chair Jean Lancaster said the consultants had already prepared three initial concepts pro bono and performed several site visits: "They usually take on two or three projects a year pro bono ... This would normally cost you between $5,000 and $10,000," Lancaster said, describing the value of moving to a formal concept and rendering stage.

Why it matters: committee members said a finalized site plan and visual renderings are necessary to estimate construction costs, test parking and ADA access, and give the select board the materials it needs to consider funding. Several members emphasized that a clear, visual package would help the town communicate with voters about whether the building should be marketed as a library plus community space.

What the committee decided: after comparing options, the group said it favored elements of designs C and D — the front elevation of C with the simplified layout, circulation and increased parking proposed by D — and moved to recommend Sebago Technics to complete the concept design. The motion was made and seconded and carried by unanimous voice vote; the committee did not record individual roll‑call votes.

Next steps: the committee will send its recommendation to the select board and ask the board to authorize the consultant contract and initial rendering funds from the library building account. Members agreed to invite Sebago Technics to the next committee meeting if the select board approves the recommendation. The committee also plans a site walkthrough to confirm circulation, snow‑storage and fire‑department access before finalizing details.
