Planning commission recommends Board endorse CPV Smyth Generation’s project as consistent with county plan

The Smyth County Planning Commission on March 26 unanimously recommended the Board of Supervisors approve a Letter of Substantial Accord for CPV Smyth Generation Company’s proposed power generation facility at Mulberry Lane in Atkins.
The recommendation follows a joint public hearing with the Board of Supervisors. CPV representative Stevie Steele told the joint panel that wind-data collection is complete for the past year, that the company expects to receive a draft air permit by the end of 2015 and that the project’s projected launch timeframe remained 2018. “Everything is still on track as presented during the SUP process,” Steele said. He added the company had not encountered environmental roadblocks and was not aggressively pursuing other Southwest Virginia sites at this time.
The Commission’s recommendation reflects the panel’s determination that the proposed project’s general location, character and extent are in substantial accord with the county’s adopted Comprehensive Plan, as provided under Sections 15.2-2232 and 15.2-2204 of the Code of Virginia. Clegg Williams, the county zoning administrator, reviewed the project background and the public-notice steps taken prior to the hearing.
No citizens spoke during the public hearing on the CPV matter. Commissioner Wayne Venable moved to recommend the Board approve the resolution; Commissioner Joel Pugh seconded the motion and the recommendation passed by a recorded vote of seven in favor, none opposed.
The next procedural step is for the Smyth County Board of Supervisors to consider the Commission’s recommendation at a Board meeting; the Commission’s action is a nonbinding advisory determination under state code.
