Legal counsel Stan Gamso and Roger Kelso, executive director of Columbus City Utilities, presented Ordinance No. 14, an adjusted schedule for water rates. Gamso said the Utilities Service Board adopted a long‑term master plan and rate regulation increases for infrastructure projects and noted that "the IURC would only approve the 2025 rate." Kelso told the council that, if the rates are approved by Council and implemented in June 2026, customers would see a small decrease while the utility remains able to fund projects.
Councilor Jay Foyst moved to pass the second reading and adopt Ordinance No. 14; Councilor Kent Anderson seconded. A roll‑call vote recorded seven Aye votes and the ordinance was adopted.
Kelso said the Utilities Department will notify customers via a note on bills directing them to the Columbus City Utilities website for details. He also said the department provides automated alerts for extreme changes in consumption. The ordinance updates the water‑rate schedule to reflect regulatory guidance and the utility's capital plan; the council approved the measure on second reading.
