Sylvania council approves package of administrative code changes, contracts and software purchases in unanimous votes

Sylvania City Council, meeting Jan. 5, 2026, approved a package of administrative code changes, project contracts and software agreements in a series of unanimous roll-call votes.
Council Member Brian McCann introduced Resolution No. 1-2026, designating the Clerk of Council as the designee to attend Public Records Law training required by Ohio Revised Code Section 109.43; the resolution passed as an emergency measure on a 7–0 vote.
Council then moved through multiple ordinances read by title and adopted as emergency measures. The measures included administrative reorganizations (Ordinance Nos. 1-2026 through 6-2026), a final change order decreasing the Water Storage Tank Maintenance contract with L.C. United Painting Company by $500 (Ordinance No. 7-2026), and vendor and project approvals:
- Ordinance No. 8-2026: Framework Services Support and License Agreement with Software Solutions to upgrade the city’s finance and utility billing software, appropriating $54,100. - Ordinance No. 9-2026: Acceptance of Tetra Tech’s proposal for professional engineering services for the Centennial Road and Little Road intersection improvement project, appropriating $220,000. - Ordinance No. 10-2026: Award of the Pedestrian Hybrid Beacon Project contract to FET Construction Services, LLC, authorizing $551,598.80 for the improvements. - Ordinance No. 11-2026: Accessory Structure Removal Agreement with Ryan B. Opial for 8102 and 8220 Little Road. - Ordinance No. 12-2026: Amendment to the Hyland Software license agreement to upgrade the city’s Enterprise Content Management Software, appropriating $30,320. - Ordinance No. 13-2026: Acceptance of a Fleet Management Software Platform from Rarestep, Inc. d/b/a Fleetio, appropriating $21,960.
All actions listed above passed on recorded roll calls with seven yeas and zero nays.
Council also agreed to convene a Committee of the Whole on Tuesday, Jan. 20, 2026 at 6:00 p.m. in City Council Chambers to discuss the "Authority to Enter into Contracts," after Council Member Doug Haynam requested removal of specific sections from proposed ordinances for further consideration.
The meeting concluded shortly after the votes; Council adjourned at 7:50 p.m.
