CCRPC Executive Committee approves PUC comment letters for two Williston solar projects

The Chittenden County Regional Planning Commission (CCRPC) Executive Committee voted on June 5 to send comment letters to the Vermont Public Utility Commission (PUC) on two pending Williston solar projects.
Taylor Newton, CCRPC Planning Program Manager, reviewed both proposals and flagged potential impacts to wetlands and agricultural soils while noting the commission’s deference to state agencies and the Town of Williston on those matters. For both projects CCRPC staff concluded the sites meet Energy Goal #17 and the 2018 ECOS Plan’s suitability policies.
For Williston E Chip Alley Solar (3.125 MW, docket #24-1024-PET), Jacki Murphy moved to submit the CCRPC letter to the PUC as drafted; Elaine Haney seconded. The motion carried with Bard Hill recorded as abstaining.
For Williston F Mountain View Solar (1.375 MW, docket #24-1683-PET), Newton noted a typographical correction to the proposed letter (remove the heading “local possible constraints”). Catherine McMains moved to submit the letter as drafted; Jacki Murphy seconded and the motion carried unanimously.
The committee did not take or recommend any specific mitigation actions; staff emphasized CCRPC’s role in assessing plan consistency and noted that state and local permitting processes will address specific environmental and siting constraints.
