Covington council adopts 2021 budget, approves Ohio Basic Code and authorizes OWDA application for High Street utility work

Covington Village Council on Feb. 16 unanimously adopted its 2021 budget and approved a package of ordinances and resolutions that include adopting the Ohio Basic Code for 2021 and authorizing an application to the OWDA Grant/Loan Program for the High Street Utility Project.
The council meeting, held via Zoom, opened with roll call and approval of the consent agenda. Lois Newman moved to approve the consent agenda and Keith Warner seconded; the motion carried on a unanimous voice vote. Mayor McCord provided brief updates and thanked village leadership and employees for maintaining operations during winter weather.

Administrator Kyle Hinkelman noted operational items including an Office365 migration, recently cleaned office carpets, a five-year copier agreement with Woodhull, and that the village's health insurance premiums are expected to rise while the village broker seeks alternative rates. Hinkelman also said the Fiscal Officer position has been posted and applications are being received; he noted the deadline for Business of the Month entries for March is Feb. 19 and that he will be out of the office Feb. 23–26.
Police Officer Tim Cline praised village staff for their winter response, saying, "a great job was done by all staff during the snow emergency." The meeting adjourned at 7:33 p.m.
