Selectmen authorize NBRC grant application to study municipal property reuse

The Vinalhaven Board of Selectmen voted Feb. 24 to authorize submission of a Northern Border Regional Commission (NBRC) Catalyst Grant pre‑application for a Municipal Property Feasibility & Optimization Assessment.
According to the minutes, staff prepared the pre‑application to continue work begun by the Net Factory Site Reuse Committee and proposed forming a new committee to work with the Midcoast Council of Governments (MCOG) on the assessment. The NBRC award was presented in the minutes as potentially covering up to 50% of project costs.
Selectman Pam Alley moved to approve the assessment as presented and to authorize submission of the NBRC Catalyst Grant application. Selectman Leslie Dyer seconded; the motion passed unanimously, 5–0–0. The minutes state that proceeding with the project is contingent on receipt of grant funding and approval of the necessary town budget items at the June Annual Town Meeting.
The board did not set a project budget in the minutes, and the town’s commitment to move forward is conditional on both grant award and town meeting action.
