Historic commission delays decision on front-facing solar array at Riverdale after notice error and design concerns

Sunrun representative Steve Kelly presented a proposal for an eight-panel, black-on-black rooftop solar array at 26 Riverdale South, saying the design follows current fire-safety guidelines that require access pathways from gutter to ridge. Commissioners said a clerical error in the abutter-notification list meant several neighbors had not been properly notified, and they agreed the cleanest course was to continue the formal hearing to the January meeting so correct abutters can be notified and the applicant can provide clearer visuals.

Commissioners discussed technical constraints caused by the new fire-code setbacks and access requirements, which reduce the usable panel area on some roof planes and can force different array geometries that affect visual impact. Several members noted the house roof color and the proposed panel contrast could make a front-facing array visually prominent from the street, and encouraged the applicant’s design team to explore subdividing the array into separate, smaller groupings or using perpendicular mounting to reduce visual contrast.

Steve Kelly said the installation would use the same black modules the commission has previously allowed in other parts of town but acknowledged that on this particular roof, pathway constraints and the roof’s color could make the panels more visible. The commission did not vote on the application; it directed the applicant to correct abutter notices, provide updated layout options and visual simulations that reflect the constraints discussed, and return in January.

The commission identified the next regular meeting date as the third Wednesday in January and asked staff to confirm the agenda placement once abutters are notified.
