River Ridge board appoints Keith Merrill and adopts Resolution 2025-01 electing officers

The River Ridge Community Development District Board unanimously appointed Keith Merrill to fill the vacant Seat 1 at its Oct. 22 meeting and adopted a separate resolution to elect board officers for the coming term.

On a motion by Chair Bob Schultz, seconded by Robert Twombly, the board approved Merrill’s appointment to the unexpired term ending Nov. 2026. Cleo Adams, serving as a Notary of the State of Florida, administered the Oath of Office to Merrill immediately after the appointment.

Separately, the board considered Resolution 2025-01 to elect and remove officers. Kurt Blumenthal nominated Bob Schultz for Chair, Terry Mountford for Vice Chair, Kurt Blumenthal and Robert Twombly as Assistant Secretaries, and Keith Merrill as Assistant Secretary; the Resolution removes James Gilman as an Assistant Secretary and confirmed a set of prior staff appointments. On motion by Mr. Blumenthal and seconded by Mr. Mountford, with all in favor, the board adopted Resolution 2025-01.

District counsel Tony Pires and District Manager Cleo Adams reviewed required ethics training, Form 1 disclosure instructions, the Sunshine Amendment, the code of ethics for public officers, Form 8B for voting conflicts, and the limits on replying-all on board email chains. Board members were reminded that executing an Oath of Office is a state requirement and that a $10 fee applies for administration.
